Perhaps the safest way is to use the rectangular marquee tool, with it's style
set to "fixed ratio" and the desired numbers filled in. Once you have the crop
you want, use Image > Crop to do the actual cropping.
Not quite as user friendly as the crop tool, but it will do exactly what you
want with no resampling.
