Lines won't be as sharp but a similar effect can be done by the filter, artistic/cutout

While it could have been done in Illustrator, it probably started out
in PS. None of the posts had mentioned making selections with the pen
tool, which give you the nice sharp edges as mentioned otherwise. By
making selections using the pen tool and applying different effects to
those selections would enable you to come with similar effects. There
are also plugins that provide special line effects, such as woodcuts and
steel engraving and various screening effects, among others. Anyone who
does a lot of PS artwork vs photo retouching would have an arsenal of
various plugins in their toolbox.
