[photoshop-beginners] Conveting a gif file?

Hey guys, I'm working with a gif file and I'm trying to figure out a way to change it to something I can add layers to. For some reason, in this gif file I saved off the net, it won't let me do the "add layer" button to it, even when I resave the file as a psd document.

You see, it's got a transparent background, but there's a lot of unnecessary white pixels around the edges of the picture (which you can hardly see with the transparent bg. So, I want to put in another layer, change the background to something dark, zoom in, remove the excess white pixels, change the layer back and then resave the gif with the corrections, but like I said, I can't put in a new layer.

Now, I can do this just fine using Fireworks, but there SHOULD be a way to do this on Paint Shop, right?
