That's it! After the OS reinstall, I neglected to check the 'show hidden
files' box. After doing so, all is well.

Just a thought: the folders you refer to are (in all likelihood) exactly
where they should be, but set to Read-only/Hidden/System, so that they can't
be seen in the normal run of things. Might be an idea to go into the
preferences of whatever file manager you're working with and make sure you
can see Hidden/system folders. They are hidden by default, but can be made
visible.
I do know that CS4 uses a completely different convention in regard to
system folders than any of its predecessors. This was implemented by Adobe
to make provision for the bigger directories and hard drive setups now being
employed by users. Hope This of Help
