Duplicate the background layer to a new document..
R-click the background layer
Select Duplicate Layer from the context menu
In the duplicate layer dialog box, select New from the document combo box
Type in a new name and you have a second opened document from then
background layer
Float-all windows and then drag this new document across to your second
monitor.
No need to save this document when you have finished.

The simplest method I can see as a workaround until someone smarter
comes up with the answer is this:
Duplicate the file and make the filename somewhat different, then open
both files; work on the one you want and have visual reference at hand
without your effects transferring to both.
