I used the mesh-warp tool as Lynn suggested. Then made a second layer of it - used a couple of filters including Kaleidoscope.
Changed the color of the lady's glittery "whatever" with the Change-to-target tool and the gradient - and this is the result.
Sunglasses needed to view without eye-strain!!!!
