I am using CS3 on Vista. I have been using on XP with many filters from
other sources. When I copied these filters in to the CS3 program they do
not show up when I open a photo and try to apply a filter. All of the
Photoshop filters work well, but the program will not run installed filters
such a Sketch.

Have you tried running CS3 using Vista's compatibility mode? I don't
have Vista so it's just a guess:
